Every DOT roadside inspection includes a load securement check. The inspector isn't guessing — they're doing math. If your total tie-down Working Load Limit doesn't equal at least 50% of your cargo weight, you're out of service on the spot. The regulation is clear, the calculation is simple, and there's no reason to fail it. Here's how to do the math fast, every time.
What WLL Actually Means
Working Load Limit is the maximum load a tie-down assembly can safely handle under normal working conditions. It is stamped, printed, or labeled on every DOT-compliant strap, chain, and binder — on the tag, the hook, or the ratchet housing.
Two things it is not:
- It is not the breaking strength. Breaking strength is typically 3–4x the WLL. The WLL is the rated safe working load, not the point of failure.
- It is not optional reading. If the label is missing or illegible, the equipment cannot be used in a regulated securement application — the inspector has no way to verify the rating.
Any tie-down without a legible WLL marking is out of service before the load is even checked.
The 50% Rule — FMCSA 49 CFR 393.106
The federal rule is straightforward: the total aggregate Working Load Limit of all tie-downs combined must be at least 50% of the weight of the cargo being secured.
Worked example:
- Cargo weight: 20,000 lbs
- Required aggregate WLL: 10,000 lbs (50% of 20,000)
- Using 4-inch winch straps at 5,400 lbs WLL each: you need at least 2 straps (10,800 lbs combined WLL)
- Best practice: use 3–4 for safety margin and to account for angle reduction
This is the minimum. It is not a target — it is the floor below which you are in violation.
How to Read Your Equipment
Standard WLL ratings for common cargo securement equipment:
- Ratchet strap, 2-inch: 3,333 lbs WLL (typical)
- Ratchet strap, 4-inch: 5,000–5,400 lbs WLL (typical)
- Winch strap, 4-inch: 5,400 lbs WLL (typical)
- G70 chain, 5/16": 4,700 lbs WLL
- G70 chain, 3/8": 6,600 lbs WLL
- G70 chain, 1/2": 11,300 lbs WLL
- Chain binder: Must match or exceed the chain WLL — the binder is part of the assembly and the weakest link sets the rating
Always read the actual label on your specific equipment. WLL varies by manufacturer and construction. Never assume from size alone.
Doing the Math — Real Example
Load: 30,000 lb steel coil on a flatbed.
- Required aggregate WLL: 50% × 30,000 = 15,000 lbs
- Equipment: 4-inch winch straps at 5,400 lbs WLL each
- Straps needed to meet minimum: 15,000 ÷ 5,400 = 2.78 → round up to 3 straps
- Best practice: Use 4 straps (21,600 lbs combined WLL — 44% margin over the minimum)
On a mixed chain-and-strap setup: add up each tie-down's WLL individually and sum them. A 3/8" G70 chain (6,600 lbs) plus two 4-inch winch straps (5,400 lbs each) gives a combined aggregate WLL of 17,400 lbs — enough for a 34,800 lb load.
Special Rules You Can't Ignore
- Loads over 10,000 lbs require direct tie-downs, not just over-the-top straps. Over-the-top securement alone is not sufficient for heavy freight under FMCSA rules.
- Minimum 2 tie-downs for loads over 10 feet in length. Add 1 tie-down for every additional 10 feet beyond that. A 30-foot load needs at least 4 tie-downs — 2 for the first 10 feet, plus 2 more for the remaining 20 feet.
- Tie-downs must be positioned to prevent forward, rearward, and lateral movement. Meeting the WLL requirement alone doesn't satisfy the regulation if placement doesn't control all load movement directions.
- Minimum 1 tie-down for cargo under 5 feet in length and under 1,100 lbs. Short, light cargo still needs securement — it just needs less of it.
Common Mistakes That Cause Inspection Failures
- Counting one end of the strap as one tie-down: A ratchet strap with both hooks attached to the load counts as one tie-down with one WLL value — not two. Both ends of the same strap are one assembly.
- Mixing rated and unrated hardware: If any component in your tie-down assembly lacks a WLL rating — the hook, the binder, the chain — the entire assembly's effective WLL is unknown. The lowest rated component sets the limit for the whole assembly.
- Ignoring angle reduction: A strap running at a steep angle to the load delivers less effective restraining force than one running horizontally. A 30° angle reduces effective WLL by roughly 13%; 45° reduces it by 29%. On steep angles, upsize your equipment or add tie-downs.
- Using damaged equipment: A frayed strap or kinked chain has an unknown WLL — it may be far below the stamped rating. Damaged tie-downs don't count toward your aggregate WLL for inspection purposes, and they don't hold under load either.
